1. Aquire Server or Website with Database
2. Create a script (php, asp.net, ...) that shows the content of a db table
3. Use winsocks or winhttp to connect to your script
4. Parse the return value into a lite-c structure of your choice
5. Add a new script that adds a new entry into your table
6. Change the first script so it removes all older entries
7. Call your second script every 2 minutes from the game
