I guess they are only (licensed) for FPS Creator games, right?
To be honest, I'm not sure, since everywhere they just say 'for free'. Here is a thread, where they partly discuss this:

Edit: as I can see from their forum, those model packs were sold to be used not only with FPSC, but also with other engines as well (f.e. Unity), so I guess since they are released for free, we can use them with Acknex too (hopefully). Here is a thread, but this was before they published them for free I guess:
